Hi, I've not seen any websites (looking through google) that offer .in domains for under $10

What I would recommend is that you could get a cheap web host through one of these companys as they usually bundle a free domain when you purchase the plan. This might amount up to $70+ a year, But you were going to need some kind of hosting anyway.
