Content and link is both important. But if i should choose then i will choose content. Why?
Even if you have so many link, but if people come by clicking that link, and then see your content is so bad, their will make it last visit to your site. But if you take content as priority, then is the best. Why? When people see your good content, their will probably recommend it to the other for example by making link for you.
